Indexed Wind, Solar, Brownfield, and Hydropower Procurement Happenings
In accordance with the 2024 Long-Term Plan, a procurement for indexed renewable energy credits (“Indexed RECs”) from new utility-scale wind projects (projects over 5 MW), new utility-scale solar projects (projects over 5 MW), new brownfield site photovoltaic projects, and new hydropower projects at an existing dam or modernized or retooled hydropower projects at an existing dam will be held on July 18, 2024.
Other Happening – On May 13, 2024, the IPA announced due date for Minimum Equity Standard year-end reports.
Upcoming due dates:
- Part I proposals now due by June 3, 2024.
- Part I notification of qualified projects now scheduled for June 17, 2024.
- Part II window now opens June 18, 2024
- Part II proposals now due by July 9, 2024. Minimum Equity Standard year-end report are due by July 15, 2024.
- Bids now due by July 18, 2024.
The decision on procurement results now scheduled for July 29, 2024.
As background this is a joint proceeding for the three investor-owned utilities (IOUs), Ameren, ComEd, and Mid-American Energy (MEC), to procure block forward products with a supply period of 6/1/24 – 5/31/27 through an RFP.
The plan approved by the ICC provides for:
- Spring 2024 procurement of monthly on-peak and off-peak standard block forward products and combinations for the three IOUs;
- Spring 2024 procurement of seasonal ZRC capacity products for periods starting 6/1/25 and 6/1/26 for Ameren;
- Fall 2024 procurement of monthly on-peak and off-peak standard block forward products as well as combinations for Ameren and ComEd; and
- Fall 2024 procurement of seasonal ZRC capacity products for periods starting 6/1/25 and 6/1/26 for Ameren.
Due Dates:
- AIC capacity procurement bids and bids for capacity products were due May 13, 2024.
- Decision on results of Ameren capacity products procurement events scheduled for May 16, 2024.
