Consumers Filed Application And Supporting Documents For A Power Purchase Agreement With Century Oaks Energy Storage

Consumers Energy filed its second three-year Integrated Resource Plan.
Of note, the IRP:
- sets a trajectory to achieve net zero carbon emissions by 2040 for all sources of generation (market, owned, and contracted) used to supply customer demand;
- calls for the accelerated retirement of the utility’s Karn Units 3 and 4 (which run on oil and gas) from 2031 to 2023, the Campbell Units 1 and 2 (which are coal-fired) from 2031 to 2025, and Campbell Unit 3 (which is coal-fired) from 2039 to 2025. The IRP calls for the replacement of those resources with the purchase of existing natural gas-fueled resources, in addition to the expansion of the levels of solar and demand-side resources;
- proposes changes to the currently approved IRP competitive procurement process used to acquire the new supply-side resources proposed which include greater flexibility in the amount of capacity ultimately acquired in each solicitation and greater certainty regarding the Commission approval process for the new resources selected;
- proposes continued use of the competitive procurement process for determining full PURPA avoided cost rates and the utility’s capacity needs or sufficiency for the purposes of PURPA. The utility is also requesting certain modifications to its currently approved PURPA avoided cost construct and is requesting a continuation of the MIPSC’s determination that the MIPSC does not have a PURPA capacity need so long as it is implementing its Proposed Course of Action, with the competitive procurement approach proposed by the utility.
