On April 23, 2024, Liberty made its Updated COG Filing.
“No tariff revisions are necessary at this time, as all approved summer cost of gas rates are already reflected on the relevant pages.”
Previously on April 16, 2024, DOE filed technical statement with attachments.
Upcoming Activity:
- DOE response to Liberty DRs due by 5/6/24; Liberty rebuttal due by 5/20/24.
- Parties’ technical session scheduled for 10:30 a.m. on 5/29/24.
- Hearing expected 6/4, 6/5, or 6/6/24.
As background, the utility proposes the following:
- a firm sales cost of gas rate of $0.6175 per therm for residential customers, $0.6173 per therm for commercial/industrial high winter use customers, and $0.6185 per therm for commercial/industrial low winter use customers;
- a firm transportation cost of gas rate of $0.0018 per therm, an $0.008 decrease over the current firm transportation rate. Liberty said, “The decrease is primarily due to a decrease in anticipated gas costs, due to market pricing”;
- set the Fixed Price Option 5 Program (“FPO”) rates are set at $0.0200 per therm higher than the initial proposed COG rate, at $0.6375/therm for residential customers. This compares to the FPO rate approved for the 2022-23 winter rate of $1.4500/therm for residential customers;
- Liberty is updating the Peaking Demand Charge from $56.69 per MMBtu of Peak MDQ to $43.95 per MMBtu of Peak MDQ; and
- the utility proposes “updates the Capacity Allocator percentages used to allocate pipeline, storage, and local peaking capacity to high and low load factor customers under the mandatory capacity assignment requirement for firm transportation service. Schedule 22 contains the six-page worksheet that backs up the calculations for the updated allocators.”
