Exelon Utilities File Notification Of Intent To Pause Work On Implementation Of Supplier Consolidated Billing

With the recent signing of Senate Bill 1/House Bill 267 – Electricity and Gas – Retail Supply – Regulation and Consumer Protection into law (“SB 1”), Baltimore Gas and Electric Company, Potomac Electric Power Company, and Delmarva Power & Light Company (collectively, the “Exelon Utilities”) are hereby notifying the Maryland Public Service Commission (“Commission”) of the Exelon Utilities’ intent to pause work on IT systems updates to implement Supplier Consolidated Billing (“SCB”) by the current Commission directed deadline of December 2024. Among other things, SB 1 eliminates purchase of receivables by providing that electric and gas suppliers who supply residential customers may not sell accounts receivables to electric and gas companies. Given that purchase of receivables is a fundamental component of the current SCB process, the Exelon Utilities believe it is prudent to suspend work on SCB implementation until the Commission has an opportunity to evaluate the impacts SB 1 has on SCB and provide further direction to the utilities. The Exelon Utilities have conferred with The Potomac Edison Company and Washington Gas Light Company and both utilities agree that work on SCB implementation should be paused. If the Commission does not agree that work on SCB implementation should be paused, the Exelon Utilities’ request that the Commission notify the Exelon Utilities as soon as practicable so that the Exelon Utilities can fulfill their contractual obligation to provide timely notice to their IT vendor.
