Comments Requested in Investigation into Revenue Adjustment Mechanisms for a Performance-Based Regulation Framework

[ *** ] in accordance with the Phase 1 Decision and the Take Back Our Grid Act, the Authority initiated this docket on its own motion to investigate potential modifications and additions to revenue adjustment mechanisms, including, but not limited to, Multi-Year Rate Plans (MRP), Earnings Sharing Mechanisms, the Revenue Decoupling Mechanism, and potential measures that better equalize capital expenditure solutions (Capex) with operating expense (Opex) solutions (Capex / Opex Equalization Mechanisms). More specifically, this proceeding will: (1) review, consider, and investigate the aforementioned revenue adjustment mechanisms both individually and as a group of revenue adjustment mechanisms to account for the interrelationships and collective results of such mechanisms and proposed modifications; and (2) establish guidance to inform subsequent EDC rate cases and other relevant proceedings.
