Dominion Energy Virginia Shared Solar Bill Signed Into Law By Gov. Youngkin
SB253 / HB106 among other things, (1) amends the existing shared solar program to incorporate Dominion Energy Virginia; (2) requires that a customer’s net bill for participation in the shared solar program be deducted from the customer’s monthly gross utility bill; (3) requires the SCC to establish a minimum bill for subscribers; (4) change the shared solar program capacity to 450 MW; and (5) and requires the SCC to extend program eligibility to all jurisdictional and non-jurisdictional customer classes.
In addition, the new law requires the SC to establish regulations that prohibit early termination fees and credit reporting for low-income customers, ensure net financial savings for subscribers, require a customer’s affirmative consent before providing billing and usage data to a subscriber organization, and establish customer engagement rules.
