ALJ Issues Proposed Ameren Gas Utility Rate Order
In Ameren’s Illinois gas rate case the Administrative Law Judge (ALJ) issued a proposed order with accompanying appendix.
The proposed order recommends: (1) approving a rate base increase of $3.192 billion, ~$146 million less than requested, with an overall rate of return of 7.218%; (2) rejecting the proposed single Gas Delivery Service (GDS) Charges tariff to replace its GDS1-GDS7 individual charge; and (3) approving the proposed Zonal Electrification Pilot.
As background in the initial filing Ameren sought a rate base of ~$3.338 billion, an increase of $134.37 million, or 22.04%, and an ROE of 10.7%. If approved this would result in an average monthly increase of ~$9.09, or 18.7% for typical residential customers using 665 therms annually.
Ameren also proposed: (1) a single Gas Delivery Service (GDS) Charges tariff to replace its GDS1-GDS7 individual charge; and (2) a Zonal Electrification Pilot (ZE Pilot) Tariff, under which Ameren would provide incentives for customers receiving both gas and electric service from Ameren to agree to full electrification and termination of their gas service.
