ALJ Recommends Partial Approval of Gas Utilities Rate Case
On July 31, 2026, a Pennsylvania PUC Administrative Law Judge (ALJ) issued a recommended decision that the Commission should approve only part of NFGD’s base rate request, authorizing an $8.23 million increase.
The recommended decision rejects the proposed increase in the residential fixed monthly charge from $14 to $19, denies the request to make the weather normalization adjustment permanent, and approves the proposed energy efficiency pilot program.
The ALJ also recommends numerous reductions to the requested revenue requirement, including disallowing the proposed 25-basis-point return on equity management performance adder, reducing recovery of executive incentive and stock-based compensation. The decision retains the NFGD’s existing depreciation methodology while requiring enhanced customer assistance program reporting and oversight.
Parties must submit exceptions to the recommended decision by 8/17/26 and replies to the exception by August 24, 2026.
