ALJ Supports Without Modification Joint in Gas Utility’s Petition for Settlement

On July 8, 2026 an Administrative Law Judge (ALJ) issued a recommended decision in support of the joint petition for settlement without modification in Peoples Natural Gas’ rate case.

Under this settlement the recommended decision in support of the stipulation includes:

  • Proposes the purchased gas cost for Peoples Natural Gas should include a decrease of -$2.1294/Mcf, or -14.5%, for the residential class as of 10/1/26
  • Peoples will recover $434,817 in Wagner-related damages through the e-factor beginning 10/1/26;
  • Customer retainage is set at 6.8% for all classes except Rate MLS (unchanged).
  • Producer retainage remains 2.61%; Goodwin system retainage is set at 28.8% (10/1/26–9/30/27).
  • Unaccounted-for gas (UFG) levels comply with PAPUC regulations.
  • Balancing charges: $0.7555/Mcf (SGS/MGS) and $0.2432/Mcf (LGS).
  • Overrun, OFO, and Winter Storm Fern costs are deemed prudent and least-cost compliant.
  • Settlement supports approval of proposed rates and gas cost recovery framework.
  • Compliance filing will true up collections through 9/30/26.
