Another Data Center Bill Inches Forward
Prohibits utilities from shifting costs related to data centers onto regular ratepayers
On March 24, 2026 HB1834 the Pennsylvania House of Representatives voted 104-96 to approve would create the state’s first-ever regulatory framework for data centers.
HB1834 is sponsored by Majority Caucus Chairman Robert Matzie (D-16) deals with the regulation of commercial data centers. Among other things, the legislation would prohibit utilities from shifting costs related to data centers onto regular ratepayers, meaning families and small businesses would be shielded from subsidizing data center buildouts. Instead, data centers would need to cover the full cost of grid upgrades, transmission, and reliability needs.
The bill also imposes duties on the Pennsylvania Public Utility Commission, the state Department of Human Services, and the Pennsylvania Energy Development Authority.
The bill now moves to the state Senate for further consideration.
