Bill Payment Assistance Legislation Clears First Hurdle
Texas HB 1359, which provides for the creation of a fund for bill payment assistance for low-income electric customers for bills due during an extreme weather emergency, and critical care residential customers who have received notice of an impending service disconnection for nonpayment. Under HB 1359, a participating supplier would not be allowed to charge the customer a fee for receiving bill payment assistance.
If the bill becomes law the Texas Commission would be authorized to develop the program details and processes including a reimbursement process for participating retail suppliers.
