Bills to Watch
In Illinois SB 1442 creates the Illinois Rust Belt to Green Belt Pilot Program Act.
This bill if approved would direct the IPA, in addition to current wind REC procurement obligations, to procure at least 700,000 RECs, delivered annually for at least 20 years, from one new utility-scale offshore wind project. It would also cap long-term renewable resources procurement plan procurements to limit the estimated average resulting net increase to residential customers to 4.25% of the amount paid during the year ending 5/31/09 and to 4.5% of that amount as of the billing month following the expected date that the new offshore wind project commences operations.
The bill also creates the Illinois Rust Belt to Green Belt Program Act and fund, with the fund to be used to facilitate the employment of construction workforces in underrepresented populations.
On January 31, 2025, the bill was read for first time in House and referred to Assignments Committee.
HB1834 would make several amendments to the IPA Act, including:
- removes the requirement for the IPA to annually determine the amount of utility-scale renewable energy credits it will include each year from the self-direct RPS compliance program;
- sets self-direct credit for each REC equal to the volumetric charge collected under the delivery cost recovery statute of the PUA;
- provides that the self-direct credit amount shall be multiplied by each REC procured by participating self-direct customers for up to 100% of the customer’s annual consumption; and
- provides that the customer’s bill credit applies to the utility-scale renewable energy portion of the volumetric charge and not to the portion associated with RECs procured through contracts under the Adjustable Block Program, Solar for All Program, or from new renewable energy facilities installed at or adjacent to the sites of electric generating facilities that burn or burned coal as their primary fuel source.
