BNRG Maine Files Response To OPA Comments
BNRG Maine, a joint venture between BNRG Renewables and Dirigo Solar, filed a response to OPA comments.
On March 15, OPA’s filed comments in response to the Crossborder Energy report on quantifying benefits of distributed generation participating in Maine’s NEB programs filed by ReVision, Dirigo Solar, and Wishcamper (Of note, OPA argued that: (1) “Crossborder incorrectly suggests that utility lost revenues are equal to customer savings”; (2) “The ‘avoided cost’ of energy and capacity is not actually avoided by Maine’s NEB programs in the sense it is for energy efficiency programs”; (3) “The framework used to analyze avoided transmission and distribution upgrades from energy efficiency programs cannot be used to evaluate Maine’s NEB programs to the extent the NEB programs do not actually reduce or shift customer load”; (4) “Risk/Hedging/Market benefits do not apply and in fact NEB imposes additional risks on standard offer providers, increasing costs for all Maine customers”; (5) “Environmental/RPS Benefits do not apply to the NEB projects because project sponsors retain the renewable energy credits (RECs) and other environmental attributes from their projects”; and (6) “Other claimed benefits identified in the Crossborder Energy report, such as economic benefits, are the type of benefits associated with any renewable generation project.”
