Changes Eligible Customer List Process
The Pennsylvania PUC issued an order to revise the eligible customer list (ECL) processes.
In this order the PAPUC ordered that (1) once every five years (instead of the current three years), electric and natural gas utilities will re-solicit their entire residential and small commercial customer base about their options regarding the disclosure of their customer information to suppliers on the ECL; (2) once a customer has elected to opt-out of the ECL, this election will remain in place unless the customer affirmatively elects to opt back in; (3) electric and gas utilities can use electronic methods to communicate with customers about the ECL; and (4) future solicitations and customer communications regarding the ECL must be neutral in informing the customer of the existence of the ECL.
