Parties filed comments on revised proposed PY6 technical reference manual (TRM) for Triennium 3 energy efficiency programs.
New Jersey Environmental Justice Alliance recommended requiring:
(1) “ZIP code-level disaggregation of energy efficiency savings with environmental justice overlays”;
(2) “Enhanced Appendix M multipliers increasing from 30% to at least 40% for programs serving overburdened communities, with separate health impact discounts”;
(3) “Community ownership tags for all distributed energy resource measures distinguishing between community-owned and investor-owned resources”; and
(4) “100% fee waivers for efficiency projects =10kW located in LIHEAP-eligible zones”
The New Jersey BPU opened this proceeding regarding the second triennium of energy efficiency (EE) and peak demand reduction (PDR) programs as directed by the New Jersey Clean Energy Act of 2018 (CEA).
