Commission Approves Purchase Of Receivable (POR) Rates

The Letter Orders approved the POR rates and advised on reconciliations.  

 

From Delmarva Power and Light Letter Order: 

[ *** ] The Commission has reviewed the tariff pages filed on May 9, 2025 by Delmarva Power & Light Company (“Company”). 

 

After considering this matter at the June 4, 2025 Administrative Meeting, the Commission accepts the proposed POR (“Purchase of Receivables”) rates and the proposed tariff revisions to effectuate the POR rates. The Commission also accepts the Company’s proposed reconciliation reporting process and method to return or collect any final residential under or over-recovery. The Commission directs the Company to file a revised supplier coordination tariff, as proposed by Staff, inclusive of the date on which the Residential POR rate ends. 

The Commission defers a decision regarding recovery of any post-2026 uncollected POR residential balances through the Standard Offer Service administration charge at this time.

 

From Potomac Edison Letter Order: 

[ *** ] The Commission has reviewed the tariff pages filed on April 30, 2025 by The Potomac Edison Company (“Company”). 

 

After considering this matter at the May 28, 2025 Administrative Meeting, the Commission issued a Letter Order accepting the proposed POR (“Purchase of Receivables”) rates and the proposed tariff revisions to effectuate the POR rates. In the same Order, the Commission took under advisement the Company’s reconciliation method. 

 

The Commission accepts the Company’s proposed reconciliation reporting process and method to collect any final residential under-recovery. The Commission, however, defers a decision on under-recovery being recovered in a rate case at this time. 

 

The Commission requires the Company to file a revised supplier coordination tariff with the tariff language proposed by Staff.

 

From Washington Gas Light Company Letter Order: 

[ *** ] The Commission has reviewed the tariff pages filed in its supplemental filing on May 21, 2025 by Washington Gas Light Company (“Company”). 

After considering this matter at the June 4, 2025 Administrative Meeting, the Commission accepts the proposed POR (“Purchase of Receivables”) rates and the proposed tariff revisions to effectuate the POR rates. The Commission also accepts the Company’s proposed reconciliation reporting process, the Company’s proposal to directly bill suppliers for any outstanding residential POR costs following the Company’s final reconciliation filing in 2027, and the accompanying tariff revisions.

 

The Commission defers a decision regarding recovery of any post-2026 uncollected POR residential balances through the residential Purchased Gas Charge.

 

From Baltimore Gas and Electric Letter Order (Electric):

The Commission has reviewed the tariff pages filed on April 30, 2025 by Baltimore Gas and Electric Company (“BGE”). After considering this matter at the May 28, 2025 Administrative Meeting, the Commission issued a Letter Order accepting the proposed (“Purchase of Receivables”) POR rates and the proposed tariff revisions to effectuate the POR rates. In the same Order, the Commission took under advisement BGE’s reconciliation method. 

The Commission accepts the BGE’s proposed reconciliation reporting process and method to return or collect any final residential under or over-recovery. The Commission, however, defers a decision regarding recovering post-2026 residential POR uncollectible costs through the Standard Offer Service administration charge. 

 

The Commission requires the BGE to file a revised supplier coordination tariff with the language proposed by Staff, inclusive of the date on which Residential POR ends.

 

From Pepco Letter Order: 

[ *** ] The Commission has reviewed the tariff pages filed on May 9, 2025 by Potomac Electric Power Company (“Company”). 

 

After considering this matter at the June 4, 2025 Administrative Meeting, the Commission accepts the proposed POR (“Purchase of Receivables”) rates and the proposed tariff revisions to effectuate the POR rates. The Commission also accepts the Company’s proposed reconciliation reporting process and method to return or collect any final residential under or over-recovery. The Commission directs the Company to file a revised supplier coordination tariff, as proposed by Staff, inclusive of the date on which the Residential POR rate ends. 

The Commission, however, defers a decision regarding recovery of any post-2026 uncollected POR residential balances through the SOS administration charge at this time.

 

From Baltimore Gas and Electric Letter Order (Gas): 

“The Commission has reviewed the tariff pages filed on April 30, 2025 by Baltimore Gas and Electric Company (“Company”). After considering this matter at the May 28, 2025 Administrative Meeting, the Commission issued a Letter Order accepting the proposed POR (“Purchase of Receivables”) rates and the proposed tariff revisions to effectuate the POR rates. In the same Order, the Commission took under advisement the Company’s reconciliation method. 

The Commission accepts the Company’s proposed reconciliation reporting process and method to return or collect any final residential under or over-recovery. The Commission, however, defers a decision regarding recovering post-2026 residential POR uncollectible costs through the Standard Offer Service administration charge.” 

 

The Commission requires the Company to file a revised supplier coordination tariff with the language proposed by Staff, inclusive of the date on which Residential POR ends.
