Commission Approves Utility’s Default Service Rates

As previously reported Liberty Utilities d/b/a Granite State Electric filed proposed default service rates with the New Hampshire PUC for the period August 1, 2025, to January 31, 2026

“This order authorizes Liberty Utilities (Granite State Electric) Corp. d/b/a Liberty (Liberty or the Company) to recover the costs of power supply through default energy service (Default Service)1 rates for the six months beginning August 1, 2025, through January 31, 2026. This order requires Liberty to recalculate its Default Service rates and supply updated Tariff pages, for its Default Service rates effective August 1, 2025, by July 7, 2025, to incorporate the Commission’s ruling, presented in this order, regarding prior-period under-collections for the Company’s Small and Large Default Service customer groups. This order approves the Commission will include the Company-provided bill-impact information in its Order Nisi. See, e.g., Unitil Energy Systems, Inc., Order No. 27,086 (December 12, 2024).” 

“The Commission approves Liberty’s proposed methodologies for procuring 50 percent of its Small Customer Group Default-Service load and 100 percent of its Large Customer Group Default-Service load from the ISO-New England day-ahead and realtime markets. See Order No. 28,127 (April 8, 2025).” 

“The Commission does not administratively set the prices offered to the Company for serving its Default-Service loads by the regional wholesale electricity suppliers operating in the ISO-New England marketplace. Those wholesale suppliers offer prices, informed by the prevailing market conditions, through a competitive bidding process, where Liberty endeavors to select the least-cost supplier. The Commission does not oversee this market process; instead, we approve the resultant rates procured by the Company conforming to governing statutory standards.”
