Commission Files Notice Of Public Conference And Request For Comments In Legislative Energy Relief Refund

[ *** ] During the 2025 Legislative Session, the Maryland Geneal Assembly passed the Next Generation Energy Act which was signed into law by Governor Wes Moore on May 20, 2025. As part of the Next Generation Energy Act, the Commission is required to oversee the crediting of the “Legislative Energy Relief Refund” to residential distribution customers that are subject to the Renewable Energy Portfolio Standard. Each residential distribution customer is to be credited based on the customer’s consumption of electricity supply. The credits are to be issued in two disbursements: half in a peak summer month and half in a peak winter month during fiscal year 2026. On May 21, 2025, Baltimore Gas and Electric (BGE), Potomac Electric Power Company (Pepco), and Delmarva Power and Light (Delmarva) (together the “Exelon Utilities”) filed a proposal to implement the Legislative Energy Relief Refund.
Accordingly, the Commission initiates this Public Conference (“PC 70”) for the use of collecting data for the Legislative Energy Relief Refund. Parties may submit comments as to implementation of Legislative Energy Relief Refund, including reactions to the Exelon Utilities proposal by June 4, 2025.
Additionally, the Commission hereby directs all electric companies to answer the attached questions by June 4, 2025 as well. 2 Comments must be e-Filed using the Commission’s e-File system,3 include “PC 70” in the subject line, and be addressed to Andrew S.
