Commission Files Order On Energy Storage Procurement Proposals

[ *** ] Energy storage may directly or indirectly tie to many other existing Commission dockets such as the distribution system planning docket, reliability docket, interconnection docket, load flexibility docket and customer affordability docket. Energy storage also ties directly into PJM planning and operations and can help Maryland provide holistic solutions to help with capacity shortages and to avoid future transmission expenditures. As such, the Commission challenges the electric companies to consider how distribution-connected energy storage can participate in PJM markets and help mitigate future resource adequacy and transmission constraints when they are pricing the value of storage into their benefit-cost analyses. 

IT IS THEREFORE, this 4th day of September, in the year of Two Thousand Twenty-Five, by the Public Service Commission of Maryland, ORDERED: 

(1) that the Exelon Utilities and Potomac Edison shall file by November 1, 2025, both (1) their energy storage plan proposals and (2) comments on the interrelated issues of Cost Recovery, PIMs, and treatment of PJM Market Revenues, consistent with this Order; 

(2) that Stakeholders shall provide any comments on the above utility filings by December 19, 2025; and 

(3) that the Maryland Energy Storage Program Workgroup shall file a recommendation for a common reporting template, as described above, with the Commission by December 31, 2025.
