Commission Files Order Re: Proposed Rule Changes For Electric Suppliers

On January 7, 2026, the Public Service Commission of Delaware filed an Order regarding proposed rule changes for certification and regulation of electric suppliers.  

Some of the proposed language changes to the rules include: 

  • Removing the definition of “aggregator.”
  • Statement in application regarding criminal activities is amended to be within five years and include employees who have left the company within the prior three months of application filing.  
  • Surety bond language replaces language regarding cash collateral. 
  • Information is revised regarding customer bills. 
  • Notice of change of variable price language is revised. 
  • Notice of change in fixed price is revised. 
  • Changes regarding the records of telemarketing calls and door to door sales.  
  • Changes regarding enrollment, marketing and advertising.  
  • Language regarding reports is revised.
