Commission Issues Order On BG&Es Electric Vehicle Program Phase II Proposal

The Commission takes no action on new program requests not currently active in BGE’s EV Program Phase I and will address these new program requests in 2024 as described below.
For EV Program Phase I offerings addressed in BGE’s EV Phase II Proposal, the Commission finds the following. First, the Commission finds that, since BGE’s EV Charging TOU program has demonstrated success with continuous enrollment of new customers since it began and supports the State’s vehicle electrification policies, therefore, the Company’s request to continue the program after December 31, 2023, is granted. The Commission also grants BGE’s request to expand the EV Charging TOU program to allow net metering customers to participate in the EV Charging TOU rate program as this will lead potentially to further EV adoption across the State. Second, regarding the Multifamily Rebate program, the Commission finds that it does not have enough information on the efficacy of the program and directs BGE to continue the program so long as there is remaining program budget from Phase I and a full evaluation of all EV Programs Phase I is completed and presented to the Commission in May 2024.
With regard to BGE’s other proposals for previously approved programs, including the Smart Charge Management Program, the Multifamily BGE-owned and operated L2, the Home Charging Incentive Program, and the EV Whole house TOU rate, the Commission directs BGE to continue these programs as currently designed until a full evaluation of all EV Programs Phase I is completed and presented to the Commission in May 2024. All programs shall continue to be open to new enrollees or applicants during this time frame. If BGE was only authorized to operate these programs until the end of 2023, BGE is directed to operate these programs until the Commission takes action on the EV Program Phase I evaluation reports so long as they stay within previously authorized budgets. At such time, the Commission will make a determination on BGE’s proposed modifications after having an opportunity to carefully review all the data on the efficacy of the existing programs and cost benefit analysis of the proposed changes. Finally, the Commission has determined not to take any action on the remaining new programs proposed in BGE’s EV Phase II Proposal until a full evaluation of all EV Programs Phase I is completed and presented to the Commission in May 2024 and a further order has been issued.
