From Notice: 

1. By this Notice, the Public Service Commission of the District of Columbia invites interested persons to comment on the topic of “Best Methods for Leak Detection” as part of Formal Case No. 1178. Comments are due by July 31, 2024. 

2. By Order No. 22004, the Commission opened Formal Case No. 1178, granting, in part, the Office of the People’s Counsel for the District of Columbia’s petition for an investigation into Washington Gas Light Company’s (“WGL”) leak reduction and management practices.  The Order stated that the Commission will hold technical conferences on several topics within the confines of the investigation. The first technical conference will be held in September 2024 and will address “the most effective methods, both in terms of technology and procedures, for detecting natural gas leaks in urban environments,” including “both current practices and innovative approaches that may enhance accuracy and efficiency in leak detection.” Interested parties are invited to provide comments on this topic, including relevant questions, concerns, and recommendations for best practices specific to this topic. The Commission has directed WGL to provide materials and responses to questions raised by the parties within 60 days of the date of Order No. 22004, or August 11, 2024. 

3. All persons interested in commenting on the methods of leak detection may submit written comments not later than July 31, 2024. Comments should be filed with the Commission Secretary at psc-commissionsecretary@dc.gov. Copies of Order No. 22004 may be obtained by visiting the Commission’s website at www.dcpsc.org. Once at the website, open the “eDocket” tab, click on “Search Current Dockets” and input “FC 1178” as the case number and “4” as the item number.
