Commission Schedules Large Load Flexibility Technical Conference

The Virginia State Corporation Commission (SCC) “finds that a comprehensive examination of data center load flexibility in the form of a public, Commissioner-led technical conference is timely and necessary to ensure the continued provision of reliable electric service to all Virginia consumers at just and reasonable rates. Accordingly, the Commission hereby provides notice that we will convene in this proceeding a Commissioner-led technical conference focused around data center load flexibility on Friday, December 12, 2025.” 

“Specific topics for discussion may include: functional classification of data centers located throughout various regions of Virginia; physical and non-physical technologies through which large interconnecting loads can be reduced and the associated reliability of such technologies; how load flexibility for new large-load customers could be integrated into Virginia electric utilities’ demand side management programs; the means through which load reductions achieved through flexibility could be measured and verified; and the notion of flexible flexibility (z.e., creating mechanisms through which an inflexible large-load customer could “purchase” flexibility from other non-contiguous loads).”
