Commission Seeks Comment On Utility Ownership Of Renewable Generation
The New York PSC issued a notice soliciting comments inviting interested parties to submit comments on the following: (1) the questions posed in the biennial review order regarding utility ownership of renewable generation; (2) the topic areas identified in the biennial review order to be considered in the reevaluation of renewable solicitation practices; and (3) the questions regarding offshore wind solicitations by September 26, 2025.
As reported previously, on July 17th, the New York PSC issued an order and press release on withdrawing the public policy transmission process. In this order, the NYPSC stated the following: (1) there is no longer a public policy requirement necessitating NYISO’s evaluation of potential transmission solutions for delivering the output of offshore wind generating resources to interconnection points in New York City; (2) Staff should include an evaluation of transmission and generation planning for offshore wind infrastructure in its evaluation of existing solicitation processes utilized under the Clean Energy Standard; and (3) Staff and NYISO must identify available clean energy solutions that can be integrated into existing reliability planning processes to address reliability needs in the clean energy standard biennial review.
