Community Energy Pilot Legislation Inches Forward

 HB 303 passed the Ohio House on November 19, 2025, and was introduced in the Senate on November 25, 2025.  

If adopted HB 303 would establish a community energy pilot program as part of Ohio’s energy policy, enabling customers to subscribe to qualified facilities that (1) generate renewable energy; (2) have a nameplate capacity under 11 MW, or less than 21 MW if on a distressed site or a commercial or public rooftop; and (3) is not controlled by an electric utility.  The language of the bill is technology neutral, meaning that it does not require solar projects to be the focus of the community energy program.
