Disclosure Label Working To Submit Voluntary Renewable Options
Re: Docket No. 16-12-29RE01 – PURA Development of Voluntary Renewable Options Program – Modification of Implementation Dates
On January 5, 2024, the Office of Consumer Counsel (OCC) and the Department of Energy and Environmental Protection (DEEP), which are the facilitators of the Disclosure Label Working Group (Working Group), submitted a motion (Motion No. 1) to the Public Utilities Regulatory Authority (Authority) requesting a two-week extension of time from January 15, 2024, to January 29, 2024, to submit the required disclosure labels to the Authority.1 OCC and DEEP require the additional time to work through several complex issues discussed at the January 3, 2024 meeting of the Working Group and to provide improved draft disclosure labels for the Working Group’s consideration. Motion No. 1, p. 1. According to OCC and DEEP, the granting of the extension is “in furtherance of the public interest and the policy reflected in the [VRO Decision].” Id.
The Authority hereby grants Motion No. 1. Accordingly, the Working Group is now required to submit the disclosure labels to the Authority for approval by Monday, January 29, 2024, by 4:00 p.m.
Also, the effective 2/15/24 all new and renewing VROs must comply with the new standards.
As background, PURA opened the original docket to develop a new program to replace the Connecticut Clean Energy Option Program that was terminated by PURA on 12/21/16 in PURA Docket No. 10-05-07RE01. This docket has been re-opened to modify certain implementation deadlines from the 10/21/20 decision setting out the requirements for voluntary renewable offers.
Following the unsuccessful judicial challenge by some retail suppliers of PURA’s decision restricting how and what a supplier can offer as a part of a renewable energy product, this proceeding will set the new implementation deadlines for this framework.
Most recently, OCC and DEEP filed motion for extension on the deadline to submit a revised disclosure label for PURA approval (1/5/24). The agencies said, “The Disclosure Label Working Group met on January 3rd to discuss concerns over the draft disclosure labels. The meeting brought to light several complex issues that warrant additional analysis. OCC and DEEP would like time to consider these issues, make appropriate adjustments to the draft disclosure labels, and hold an additional working group meeting to discuss proposed modifications.
