Draft Analysis of Cost Allocation of Ancillary and Reliability Services Filed

From Texas Public Utilities Commission Staff’s Memo:

“By December 1, 2026, the Commission must evaluate and report to the Legislature on aspects of the cost allocation of ancillary and reliability services in the ERCOT power region.  Staff has developed the attached draft study scope document, describing the cost allocation methods to be included in the study, the analytical approach to be employed, and an anticipated project schedule. Staff created the scope with input from ERCOT staff, staff of the Independent Market Monitor, and market participants, including members of the ERCOT Technical Advisory Committee. Staff requests the Commission provide its final input on the study scope by no later than the January 15, 2026, open meeting in order to keep this project on schedule for a timely delivery to the Legislature. 

Anticipated Project Schedule 

“Staff requests the Commission provide its final input on this project scope by no later than the January 15, 2026 open meeting. 

The ERCOT Analysis phase will follow, with an anticipated six-month duration. A final report is expected from ERCOT by the end of August 2026. 

A Staff-led workshop and request for public comment on ERCOT’s final report is expected to take place in September 2026, followed by proposed Commission findings and recommendations filed for Commission approval in October 2026. 

Following discussions during the October and November 2026 open meetings, Staff will incorporate Commission findings and recommendations into a final report for the Legislature by the statutory deadline of December 1, 2026.”
