On August 30, 2024 in Matter No. 24-01797, the Joint Utilities filed a Petition for a permanent waiver of order requirements regarding environmental disclosure labels noting that they provide customers with environmental disclosure labels twice a year, including ESCO supply customers with consolidated billing. With the increasing variety of ESCO fuel sources across the state, this process has resulted in higher costs for the Joint Utilities’ customers and increased implementation challenges for the Joint Utilities.  (Petition of Central Hudson Gas & Electric Corporation, Consolidated Edison Company of New York, Inc, Keyspan Gas East Corporation d/b/a National Grid, New York State Electric & Gas Corporation, Niagara Mohawk Power Corporation d/b/a National Grid, Orange and Rockland Utilities, Inc., Rochester Gas and Electric Corporation, and The Brooklyn Union Gas Company d/b/a National Grid NY for Permanent Waiver of Order Requirements Regarding Environmental Disclosure Labels.)

 

On August 29, 2024 in Docket No. 24-M-0239 (Proceeding to Implement Utility Billing Requirements Pursuant to Public Service Law Sections 41, 44, and 66-w), RESA filed comments regarding the PSL amendments concerning the timely billing of residential and small non-residential customers. RESA requested that the PSC require distribution utilities to make ESCOs whole in the event the distribution utilities fail to timely bill residential and small non-residential customers and such failure is not excused by reasons permitted in the PSL.
