Hearing Examiners Issued Procedural Order Notice Of Silverpoint’s Final Audit Report On Summit Gas Resource Practices
Re: MEPUC-initiated investigation into management issues at Summit Natural Gas and Maine Natural Gas along with a review of related ratemaking and performance incentive mechanisms.
Of note, Silverpoint: (1) found that, while Summit “appropriately monitors and assesses new open season opportunities, it lacks a formal approach to capacity portfolio planning—one that would allow development of a cohesive strategy for meeting customer demand over an extended period of years”; (2) found that Summit’s “approach to price stabilization has been consistent with industry norms, but may need to be adjusted moving forward given increasing market volatility” ; and (3) recommended that Summit “develop a longer-term strategy for supporting its goals of providing reliable gas supply at stable prices” with “A more rigorous analysis around the utility’s future demand levels.”
