IPA Announces Indexed Rec Rfp Part 2 Window Is Open!

The IPA’s Part II announcement is issued.
- Part II proposals now due by July 9, 2024.
- Comments for workshop to consider post-award contract changes were due by June 28, 2024.
- Minimum Equity Standard year-end reports due by July 15, 2024.
- Bids now due by July 18, 2024.
- Decision on the procurement results is scheduled for July 29, 2024.
- 1st post-award contract change workshop expected July 29, 2024.
- 2nd workshop is scheduled for August 26, 2024.
- 3rd workshop is scheduled for September 30, 2024.
- 4th workshop is scheduled for October 28, 2024.
- 5th workshop is scheduled for November 25, 2024.
Draft proposal on post-award contract changes expected January 20, 2024, with comments on draft proposal due by February 3, 2025.
As background, in Illinois the procurement of indexed RECs as part of the 2024 long-term renewable resources procurement plan was approved in ICC Docket No. 23-0714.
The procurement includes:
- 1,116,666 RECs delivered annually from new utility-scale wind projects over 5 MW or new hydropower projects;
- 666,666 RECs delivered annually from new utility-scale solar projects over 5 MW; and
- 43,333 RECs delivered annually from new brownfield site photovoltaic projects.
