- Governor Hochul must decide whether to sign or veto over 500 bills on her desk by January 2025.
- On August 21,2024 Senator Rolison introduced S9893 which relates to costs and expenses of DPS and the PSC and directs the PSC to develop a formula to determine the average cost, on a per ratepayer basis, to comply with the provisions set forth in article 75 of the environmental conservation law, provides for a ratepayer protection tax credit and repeals certain provisions of the PSL relating to the assessment of costs and expenses of DPS and the PSC.
- On August 23,2024 Senator Stec introduced S9894 which directs the PSC to conduct a cost benefit analysis of the technical and economic feasibility of renewable energy systems in the state and to compare such directly with other methods of electricity generation. The bill also makes certain changes relating to greenhouse gas emissions limits.
- On August 28,2024 Senator Griffo introduced S9895 which enacts the “Grid Resiliency Act” relating to the operation of major electric generation facilities, peaker plants, simple cycle and regenerative combustion turbines, and to tax credits for the purchase and installation of residential auxiliary electric generating equipment and for disruptions in electric or gas service.
- On August 28,2024 Senator Ashby introduced S9896 which establishes a hydroelectric power tax credit.
- On August 28,2024 Senator Ortt introduced S09899 S9899. which prohibits certain restrictions on motor vehicle sales or use requiring that no agency, department, or division of state government, or a municipality, shall regulate or restrict the use or sale of motor vehicles by the public based on the energy source or fuel used to power a motor vehicle, including propulsion or for powering other functions of such motor vehicle.
- On August 28,v Senator Anderson introduced A10681 which requires a public engagement process to guide the investment of resources under the CLCPA to maximize the involvement of disadvantaged community members in the development of local clean energy and energy efficiency programs. The identical bill, S06297, has been in the Senate Environmental Conservation Committee since April.
- On August 28, 2024 Assemblyman Cunningham introduced A10698 which authorizes the DMV to establish a program encouraging persons to scrap their petroleum or diesel motor vehicle in favor of a zero emission vehicle or EV by providing a $500 rebate for the purchase of such new zero emission vehicle or EV. The bill was referred to the Assembly Transportation Committee.
- On August 28, 2024 Assemblyman Durso introduced A10700 which repeals the prohibition on fossil fuel equipment and building systems in new buildings that is to become effective in 2026. The identical bill S06811 has been in the Senate Energy and Telecommunications Committee since January.
- On August 28, 2024 Assemblyman Durso introduced A10702, which directs NYSERDA to conduct a feasibility study and prepare a report on the benefits and implementation of nuclear small modular reactors. The identical bill S08568 has been in the Senate Energy and Telecommunications Committee since February.
- On August 28, 2024 Assemblyman Durso introduced A10703 which directs the PSC to evaluate hydrogen, sewage thermal energy, and nuclear small modular reactors as renewable energy sources and report the results of such evaluation to the governor and the legislature. The identical bill S08567 has been in the Senate Energy and Telecommunications Committee since February.
- On August 28, 2024 Assemblyman Durso introduced A10704 authorizes NYSERDA in cooperation with the DOT to establish the New York State Hydrogen Vehicle Task Force to provide information on the potential effects of expanding the fleet of hydrogen fuel cell vehicles in the state. The identical bill S08612 has been in the Senate Energy and Telecommunications Committee since February.
- Assemblymembers McDonald and Fahy joined AARP and PULP in urging Governor Hochul to sign S08760A / A9369 would reduce the utility costs of older New Yorkers enrolled in the state’s discount prescription drug program. The legislation passed the Senate and Assembly and would auto-enroll eligible recipients of state Elderly Pharmaceutical Insurance Coverage (EPIC) in the Home Energy Assistance Program (HEAP). Matching eligibility data from EPIC to energy affordability programs would benefit thousands of individuals 65 and up with low or fixed incomes.
