Liberty Files Petition For Default Energy Service Rates
- Liberty Utilities petitions the New Hampshire Public Utilities Commission (PUC) to approve proposed default service rates as follows:
- Liberty petition seeking solicitation and procurement of a contract to provide default energy service for 50 percent of the Company’s Small Customer Group (“SCG”) for the period February 1, 2026, through July 31, 2026;
- Liberty’s proposed energy service rates, which include the estimated costs of the third-party contract and the estimated costs to provide default energy service for the other 50 percent of the SCG and for 100 percent of the Company’s Large Customer Group (“LCG”) from the ISO-NE market; and
The proposed tariffs that incorporate the results of this solicitation into rates. Liberty respectfully requests a final order approving the above no later than December 27, 2025.
In support of its Petition, Liberty states the following:
The Company’s all-in default energy service rates are comprised of (1) the Energy Service Rate, which includes the winning bid from the third-party supplier chosen to serve 50% of the SCG and a rate that estimates the costs Liberty will incur to procure energy service from the ISO-NE market for the other 50% of the SCG and for 100% of the LCG; (2) the RPS adder, which recovers the estimated costs Liberty will incur to comply with the Renewable Portfolio Standard, RSA 362-F; (3) the Energy Service Adjustment Factor (“ESAF”), which is the reconciliation of Default Energy Service power supply expense and applicable revenue, including Renewable Portfolio Standard obligations; and (4) the Energy Service Cost Reclassification Adjustment Factor (“ESCRAF”), which is the reconciliation of administrative costs and revenue associated with providing Default Energy Service.
This petition does not propose changes to the ESAF, ESCRAF and RPS adder as they have been previously addressed in this docket for the 12-month period ending July 31, 2026. This petition seeks approval only of the new Energy Service Rates.
