Mark Your Calendar – Residential Credit Rulemaking Review
Rulemaking workshop scheduled regarding five year review of existing rules about the establishment of credit for residential utility service, the disconnection of residential utility service, and the Percentage of Income Payment Plan (PIPP) Plus program.
Review of PUCO Rules will be held on July 10, 2025, at 2:00 p.m. E.T., in Hearing Room 11-B at the offices of the Public Utility Commission of Ohio, 180 East Broad Street, 11th Floor, Columbus, Ohio. This workshop will provide participants with an opportunity for Staff to receive suggestions from interested stakeholders before the draft rules are issued for comment regarding the establishment of credit for residential utility service, the disconnection of residential utility service, and the Percentage of Income Payment Plan (PIPP) Plus program for gas utilities in Ohio Adm.Code Chapters 4901:1-17 and 4901:1-18.

“{¶ 4} Before issuing Staff’s draft rules for comment, the administrative law judge (ALJ) finds it appropriate to hold a workshop with interested stakeholders. At the workshop, Staff may elicit feedback on any proposed revisions to the rules that Staff may be contemplating, and stakeholders may propose revisions to the rules for consideration. Interested stakeholders should come to the workshop prepared with any necessary technical experts to provide appropriate feedback. An ALJ from the Commission’s legal department will serve as a moderator for the workshop. After Staff has an opportunity to consider the feedback received at the workshop, proposed draft rules will be issued for written comments and reply comments by interested persons.
{¶ 5} Accordingly, the ALJ schedules a workshop to occur on July 10, 2025, at 2:00 p.m. E.T., in Hearing Room 11-B at the offices of the Commission, 180 East Broad Street, 11th Floor, Columbus, Ohio. Interested stakeholders should register at the lobby desk and then proceed to the 11th floor in order to participate in the workshop. This workshop is 25-599-AU-ORD -3 – intended as an opportunity for Staff to receive suggestions from interested stakeholders before the draft rules are issued for comment. Nevertheless, any interested stakeholder that does not participate in the workshop may still file comments with the Commission once the draft rules have been issued.”
