PSC Orders Working Group To File Phase II Energy Storage Program Design Study Recommendations
The Maryland Public Service Commission (PSC) issued order directing the MESI working group to file a Phase II interim report with the MDPSC by June 1, 2025, that addresses an energy storage program design study recommendation and any other matter needing MDPSC direction, followed by a Phase II final report on December 1, 2025.
Interested stakeholders may file comments on the proposed energy storage program regulations by January 29, 2025. The notice also announced an in-person rulemaking session to be held on February 5, 2025. 1/29/25.
Important dates:
- Electric companies and stakeholders must file their proposals for “an initial set of cost-effective energy storage initiatives” by February 21, 2025.
- Public comments on the companies’ and stakeholder proposals are due by March 14, 2025.
- Public hearings on the cost-effective energy storage initiative proposals will be held March 25-27, 2025.
- The MESI working group to file a Phase II interim report with the MDPSC by June 1, 2025, that addresses an energy storage.
- Program design study recommendation and any other matter needing MDPSC direction, followed by a Phase II final report on December 1, 2025.
- The order also “establishes a narrow-scope proceeding to determine a cost-effective energy storage procurement allocation toward the first MESP goal of 750 MW of energy storage capacity” by 5/31/28.
As background, the MD PSC opened this proceeding in response to legislation passed and signed into law (HB910), which directed the MDPSC to establish “a Maryland Energy Storage Program that provides a competitive energy storage procurement program, with annual deployment targets for energy storage devices in Maryland.”
As part of this initiative, the MDPSC established the Maryland Energy Storage Program Workgroup to facilitate the creation of the program.
