National Energy Development Urges PSC to Approve Updated VDER DRV Components With A One-Time Provision Allowing Projects in NYSEG and RG&E Service Territories To Qualify For The Updated Rates

On July 10, 2026, National Energy Development filed comments urging that the NYPSC approve the updated VDER DRV components with a one-time provision allowing projects in the NYSEG and RG&E service territories that locked in DRV rates after 12/11/25 to qualify for the updated rates as these projects have experienced significant cost increases during 2026, including higher tax load and interconnection upgrade costs, leaving them with outdated compensation despite substantially higher development costs.

As background,  in its order authorizing the commencement of Community DG programs, the NYPSC directed Staff to initiate a matter to establish valuation methods for Distributed Energy Resources (DER) (that a matter be initiated to establish a methodology for valuing DER and designing rates for DER providers).
