New Law Signed By Governor Amends Illinois Power Agency Act

As previously reported the amended bill was passed by both the House and Senate on November 9, 2023, and subsequently signed by Governor Pritzker.
This bill amends the Illinois Power Agency Act and becomes effective December 8, 2023.
The new law among other things:
- Requires the adjustable block program to include at least 15% from distributed renewable generation devices or photovoltaic community renewable generation projects installed on public school land;
- Provides that qualifying projects must be located on property owned, leased, or subleased by the school or school district and the school or school district must benefit from the project;
- Directs the Illinois Power Agency to commission and publish a policy study to evaluate the potential impacts of specified proposals on the environment, grid reliability, carbon and other pollutant emissions, resource adequacy, long-term and short-term electric rates, environmental justice communities, jobs, and the economy;
- Schedules the final policy study for 3/1/24 and requires the study to include policy recommendations to the General Assembly; and
- Directs the ICC to convene a workshop process to establish an open, inclusive, and cooperative forum regarding thermal energy networks.
