New Rules Impose New Broker/Supplier Licensing & Compliance Requirements Including Registration For Third-Party Sales Agents

As reported previously, the Maine Public Utility Commission adopted revised Chapter 305 rules that became effective August 10, 2025. 

The revised Chapter 305 rules establish licensing requirements for competitive electricity providers, which includes marketers, brokers, and aggregators, and establishes registration requirements for third-party sales agents. The Chapter includes new procedural rules governing application for licensing, registration, revocation, termination, and enforcement, and annual reporting provisions. The Chapter also establishes consumer protection rules applicable to competitive electricity providers and third-party sales agents.
