Notice Of Technical Meeting And Request For Comments Filed In Renewable Energy Tariff Program Successor Study

[ *** ] A technical meeting of the Authority staff, docket participants, and interested stakeholders will be held on Wednesday, September 24, 2025, starting at 12:30 p.m., via remote access. Technical Meeting topics are outlined below.

The Authority will use this Technical Meeting to receive information on the topics included in the Notice of Request for Written Comments issued on August 26, 2025. These topics include economic modeling of tariff designs, residential underserved customer program design, non-residential paired storage projects, and community solar. Stakeholders may also request to provide information on additional topics, as time allows.

The Authority directs The Connecticut Light and Power Company d/b/a Eversource Energy and The United Illuminating Company (together, EDCs) to deliver a joint presentation on the topics included in the August 26, 2025, Notice of Request for Written Comments. 

Additionally, the Authority invites stakeholders to present on any of the abovementioned topics. The Authority tentatively plans to structure the Technical Meeting as follows: (1) EDC presentation and questions; (2) Stakeholder presentations and questions; and (3) Public comments. 

All participants and interested stakeholders planning to present or otherwise provide comments at the Technical Meeting must provide a list of speakers, along with a designation of speaker by topic with an estimated time to present on each topic, to the PURA case coordinator, Ussawin “Robin” Bumpen, via email, Ussawin.Bumpen@ct.gov, by 9:00 a.m. on Wednesday, September 17, 2025. The Authority will issue a draft agenda for the Technical Meeting. All participants and interested stakeholders providing presentations must file their presentations through the Authority’s web filing system and provide a copy to the PURA case coordinator by 9:00 a.m. on Friday, September 19, 2025.

From Request for Comments: 

[ *** ] To facilitate the investigation, the Authority requests that docket participants and interested stakeholders file written comments on or before 4:00 p.m. on September 10, 2025, addressing the topics below. 

  1. Economic Modeling of Tariff Design – In the July 14, 2025, Notice of Request for Written Comments and during the August 5, 2025, Technical Meeting, the Authority presented potential options for the general framework of a residential and non-residential renewable energy tariff successor program. In furtherance of the Authority’s investigation of the economic feasibility of such options for participants, the Authority invites stakeholders to submit financial modeling of potential tariff options. Comments should include clear explanations of any modeling assumptions, methodologies, and results. 
  2. Residential Underserved Customer Program Design – In the July 14, 2025, Notice of Request for Written Comments and during the August 5, 2025 Technical Meeting, the Authority noted that additional consideration was required to ensure residential program accessibility and benefits within the potential residential successor program framework for low-income customers, including those enrolled in low-income discount rates, and multifamily affordable housing (MFAH) properties. Accordingly, the Authority requests comments on the following topics: 
  1. The feasibility and program benefits or costs of crediting customers on low-income discount rates at the full, non-discounted retail rate for energy generated and consumed onsite under the netting program structure with reduced export compensation presented by the Authority at the August 5, 2025, Technical Meeting, with a cash-out provision for excess bill credits. In addition, discuss any consumer protection measures that should be implemented with a cash-out provision (e.g., requirements that the customer receive a minimum percentage of the cash-out). 
  2. The feasibility and program benefits or costs of retaining a buy-all option for residential customers on low-income discount rates and MFAH properties, and how any buy-all compensation rates should be determined. 
  3. Whether MFAH projects should remain part of a potential residential successor program or be incorporated into a non-residential program with a standard-offer compensation rate and adder mechanism. 
  1. Non-Residential Paired Storage – During the August 5, 2025, Technical Meeting, the Authority noted that additional consideration would be required regarding program design and incentives for nonresidential projects with paired energy storage. Accordingly, the Authority seeks comments on potential mechanisms to encourage paired energy storage in a nonresidential successor program, and ways to ensure that non-residential energy storage provides benefits to the grid and ratepayers. Additionally, stakeholders should provide discussion of any considerations for behind-the-meter (BTM) storage compared to frontof-the-meter (FTM) storage, including potential participation pathways for FTM storage systems that are ineligible for the Energy Storage Solutions (ESS) Program. Wherever possible, stakeholders should include quantitative analysis to support proposed mechanisms to encourage paired energy storage in a non-residential successor program. 
  2. Community Solar – The Authority seeks comments regarding examples of community solar programs that have operated successfully in other jurisdictions, and program design elements that can be implemented in a potential successor program in Connecticut. In particular, the Authority invites suggestions on ways to ensure that benefits are delivered to participating customers. Additionally, the Authority seeks stakeholder comments on any recommended adjustments to the required capacity allocations currently in place in the Shared Clean Energy Facilities (SCEF) Program. Wherever possible, stakeholders should include quantitative analysis to support proposed community solar program design elements or proposed SCEF modifications. [ *** ]
