NYPSC Issued Order In NYSEG-RGE Long-Term Gas Plan
NYPSC issued an order in NYSEG-RGE long-term natural gas plan and directing further actions.
In its press release on continuing groundbreaking process to reduce greenhouse gas emissions from natural gas delivery systems . According to Commission Chair Rory M. Christian “these gas planning procedures will ensure gas utilities continue to provide safe, adequate, and reliable service while striving to meet New York’s greenhouse gas emissions reduction targets.”
In this order, NYSEG-RGE is directed to:
- meet with large commercial and industrial customers to file a report summarizing the result of those discussions in their first annual update due 5/31/25, and in every annual update until their next long-term plan filing;
- file their next long-term plan by 1/31/28;
- file a report on the calculation of a capacity reserve margin as described in this order by 5/23/25;
- file a proposal for a residential demand response program by 4/23/25;
- file findings related to their investigation of adoption rates of heating electrification technologies in their first annual update due on 5/31/25;
- include a status update on their maximum allowable operating pressure reconfirmation efforts;
- file a report on the work of their third-party expert on program development and implementation of full-building electrification incentives in targeted areas where leak prone infrastructure is located by 5/23/25;
- convene a technical conference to develop criteria for identifying potential segments of infrastructure for strategic decommissioning as described in this order by 3/24/25;
- update their capital expenditure forecasts at least 90 days before their next long-term plan filing due on 1/31/28;
- file updated information on quantification of benefits to disadvantaged communities in its first annual update due 5/31/25;
- file Benefit-Cost Analysis Handbooks for gas programs in their first annual update due 5/31/25;
- update the benefit-cost analysis ratio calculations by 5/31/25:
- file updated bill impact calculations by 5/31/25; and
- file outreach and education programs regarding non-pipes alternatives specifically targeted to customers residing in vulnerable locations or near remaining segments of leak prone pipe by 5/23/25.
