OPA Argues Waiver Request Results In Eligible Customers Being Denied AMP Participation

OPA filed comments saying that OPA did not object to the waiver, but expressed frustration with CMP’s delays and concerns that “this waiver request itself is resulting in eligible customers being denied AMP participation,” agreeing with MEPUC that this violates the amended Chapter 317.

As background, CMP is seeking an extension of time for implementing changes to its arrearage management program (AMP). Per recent updates to Chapter 317, CMP was required to make the following modifications to the program by May 15, 2024:

  • Allow participants to miss two payments before disqualification from the program;
  • Allow a ratepayer to participate once every seven years;
  • Allow all LIAP-eligible ratepayers to qualify for the AMP;
  • Increase the maximum monthly AMP benefit to $500 a month;
  • Ensure that participants are not required to pay for more than one month of service at a time when enrolled in AMP;
  • Allow customers who have multiple meters the ability to enroll in AMP; and
  • Require the utility to contact a participant after their first default and advise them of their ability to cure the default.
