Parties File Comments Re: Investigation Into DER  & Net Metering

As previously reported, the Commission initiated this investigatory docket to review distributed energy generation regulation in New Hampshire. The purpose of the scoping document is to establish the issues the Commission will investigate and how it will investigate those issues.  

 

Parties filed initial responses to the draft commission scoping document  draft scoping document (6/11/25).   The final version of the scoping document is expected by June 27, 2025.

 

Several parties filed comments regarding the compressed schedule of this investigation.

 

Clean energy advocacy groups filed joint comments expressing concerns about the compressed schedule for the investigation, especially in light of how long it took to reach a final decision in the adjudicative docket that considered net metering compensation rates (DE 22-060.

Eversource also expressed also raised issues with the compressed timeline and, in addition, the response seeks greater clarity about discovery and what information could be reasonably requested of utilities and expressed its concern about any cost-benefit analysis, potential changes to net-metering hardware, and the significant system modifications necessary for the implementation of TOU rates. 

 

In other comments, the New Hampshire Department of Energy noted that the scoping document seems to have grouped multiple factors together and would like clarity about how these factors will be considered. In addition, the DOE would like the NHPUC to clarify (1) whether the focus will primarily be net-metering or distributed generation more broadly; (2) how the NHPUC is defining certain terms, including “beneficiaries” as differentiated from “ratepayers”; and (3) how the NHPUC understands grid modernization and advanced metering infrastructure to factor into this investigation.
