Parties Filed Comments On Interlocutory Order On Energy Affordability Next Steps

In Connecticut parties filed comments in PURA’s energy affordability examination.  As background, the DPU initiated this inquiry to examine energy burden with a focus on energy affordability for residential ratepayers and to consider improvements to the programs currently offered to address energy affordability, including participation in existing programs and the creation of new programs.

Comments included:

Joint State Legislators supported shutoff moratoriums for June-September and in response to extreme heat or poor air quality at any time.

DOER recommended adoption of “a statewide recovery mechanism in place of the utility-specific recovery factor for the Residential Assistance Adjustment Factor” to avoid “a disproportionate cost burden on customers in service territories with more low-income customers.”  DOER also recommended that ““discount rate customers be excluded from paying for the revenue shortfall,” and that DPU “advance flexibility in the RAAF tariffs to account for the use of potential federal, state, or other funds to offset costs that must be otherwise recovered from ratepayers.”
