Parties Provide Comments On Draft Legislative Report Regarding Changes To Default Service

Comments were provided by Eversource Energy, NRG Retail Companies and United Illuminating Company on the draft Legislative Report filed on December 22, 2023. 

The Legislative Report reviews the following changes: 

  • Initiate SS procurement earlier than one year in advance
  • Move the SS Rate Change to shoulder months
  • Procure contracts for longer than 6-month service periods
  • Seek bids with supplier costs disaggregated
  • Seek economies of scale in procurements
  • Offer a “Green” SS option
  • Make time-differentiated rates the default for SS
  • Establish a market monitor role
  • Explore shifting risk from wholesale suppliers to customers
  • Consider more than 10 tranches per service period
