Power Advisory to Seek Comments Re: Alternative Procurement Models

On March 27, 2026 the Maryland Public Service Commission issued a notice announcing that “the Commission has retained Power Advisory LLC (“Power Advisory”) to assist the Commission in meeting RECA Study requirements.”

As background, during the 2025 Session of the Maryland General Assembly, the Public Utilities– Generating Stations–Generation and Siting Act (“Renewable Energy Certainty Act” or “RECA”) was passed.

Among other matters, RECA requires the Commission to conduct a Generation Procurement Models Study (“Study”) to establish a process by which the Commission may establish power purchase agreements, partnerships between electric companies and electricity suppliers, or other procurement models for electricity generation projects.

“Power Advisory will be soliciting input from stakeholders regarding various alternative procurement models that could be employed in Maryland. To facilitate comments on the different procurement models, Power Advisory will be drafting a brief White Paper that reviews the models at a high level in the format of a full-sentence PowerPoint.

“Recognizing that a number of stakeholders have already provided comments in response to the Commission’s Request for Comments on RECA Generation Procurement Models Study, Power Advisory will seek to integrate into the White Paper critical issues identified in these stakeholder comments.”

“This White Paper will be released the week of April 6, 2026, in the PC 66 docket with stakeholder comments due within two weeks following the date of release. Power Advisory will then conduct a series of interviews with stakeholders.”  [Emphasis added.]
