Procedural Schedule Established For TOU Standard Offer Service Rates For Residential & Small Commercial Customers
As reported previously, the Maine Public Utilities Commission (MEPUC) issued procedural order providing clarification and a schedule in the TOU standard offer and delivery rates for residential and small commercial customers utility docket.
Preliminary Schedule is as follows:
- Data Requests on Exeter Report July 30, 2025
- Data Responses August 15, 2025
- Technical Conferences on Exeter Report is scheduled for August 27, 9:30-5:00 August 28, 9:00-5:00 (as needed)
- Oral Data Responses from technical conference September 5, 2025

The Commission noted that it had first conducted an Inquiry in Docket No. 2024-00231 (Inquiry docket) to consider issues raised by the possible development and implementation of TOU standard offer and delivery rates for residential and small business customers of IOUs. As part of the Inquiry, the Commission hired Exeter Associates, Inc. (Exeter) as its consultant, and on April 24, 2025, a report prepared by Exeter entitled Time of Use Rates for Delivery and Standard Offer Service for Maine (Exeter Report) was filed in Docket No. 2024-00231. The Exeter report contains 24 recommendations “based on Exeter’s evaluation of current market conditions, policy considerations, and established best practices applicable to Maine.”
