Program Year 5 Technical Reference Manual Comments Sought

Staff of the New Jersey Board of Public Utilities (“Board” or “NJBPU”) is seeking public comment on the revised Program Year 5 Technical Reference Manual (“PY5 TRM”).

This information, including how to submit comments on the PY5 TRM draft, is also provided in the Public Notice.

The TRM is a compendium of engineering equations and guidelines used to calculate the energy savings that arise from New Jersey’s energy efficiency programs, including programs available through New Jersey’s Clean Energy Program and public electric utility and public gas utility companies. The Board, through the Evaluation, Measurement & Verification (“EM&V”) Working Group’s TRM Committee, manages the process to annually update the TRM. The TRM Committee approved the PY5 TRM draft which the EM&V Working Group subsequently approved on February 12, 2024.

The PY5 TRM is an evolution of the Program Year 4 TRM.[1] The changes address:

  • Error corrections and editorial changes
  • Updates to selected measure sections
  • Addition of new measures
  • Incorporation of Program Year 3 evaluation results
