PSC Denis Electric Utilities Seeking Clarification on Energy Storage Development Costs

On June 9, 2026 the Maryland PSC issued an order denying Exelon Utilities’ request for clarification seeking regulatory asset treatment for an estimated $2.5 million in program-development costs to implement the distribution-connected storage plans under the Next Generation Energy Act

In its order the Commission said that the utilities:: (1) “have not satisfactorily made a showing of adverse consequences or inability to proceed, given the modest combined $2.5 million budget needed to support program development costs” and that it “does not find it credible that [they] cannot proceed to implement their statutory requirements under the NGEA without a modification” of the order; and (2) “finds that a decision on cost recovery methods at this time would be premature,” and “will defer further discussion of cost recovery methods until a showing of bill impacts is made by the utilities at pre-award confidential conferences.”
