PUC Files Notice Of Rulemaking In Small Generator Interconnection Rules

[ *** ] 1. The Public Service Commission of the District of Columbia (Commission), pursuant to its authority under D.C. Official Code Sections 2-505 and 34-802, hereby gives notice of its intent to amend Chapter 40 (District of Columbia Small Generator Interconnection Rules) of Title 15 (Public Utilities and Cable Television) of the District of Columbia Municipal Regulations (DCMR), in not less than thirty (30) days after the publication of this Notice in the District of Columbia Register. 

On August 18, 2025, ConnectDER, Tesla Inc., and Enphase Energy Inc. filed a petition to initiate a rulemaking to revise the District of Columbia interconnection rules to mirror the Maryland rules regarding customer-owned meter socket adapters. No response to the petition was filed. The Commission is interested in new and innovative technology that can lower the barriers of entry to various distributed energy resources available to District ratepayers. The Commission finds merit in the request to initiate a rulemaking by ConnectDER, Tesla Inc, and Enphase Energy Inc. The Commission has decided to issue this Notice of Proposed Rulemaking to consider the request.
