PURA Approves United Illuminating Proposed Energy Storage System Pilot Projects While Denying Eversource Energy’s Proposed ESS Pilot Projects
The Connecticut Public Utilities Regulatory Authority (PURA) issued an order approving United Illuminating (UI)’s three proposed energy storage system (ESS) pilot projects but denies Eversource Energy’s three proposed ESS pilot projects on the grounds that there is insufficient record evidence that the proposals will provide value to ratepayers. The Authority directs Eversource to refile its ESS proposals with certain modifications. The Authority also directs both electric distribution companies (EDCs) to apply for the second round of funding available through the U.S. Department of Energy (DOE)’s Grid Resilience and Innovation Partnership (GRIP) grants program.
As background, on May 27, 2022, the Connecticut Public Utilities Regulatory Authority (PURA) initiated this docket pursuant to An Act Concerning Energy Storage Systems and Electric Distribution System Reliability to solicit proposals for pilot programs that demonstrate energy storage systems for resilience and reliability.
