PURA Files Final Decision In Annual Review Of Connecticut’s Electric Suppliers’ And Electric Distribution Companies’ Compliance With Connecticut’s Renewable Energy Portfolio Standards In The Year 2023

[ *** ] The Public Utilities Regulatory Authority (Authority or PURA) reviews and determines the electric suppliers’ and electric distribution companies’ (EDCs; collectively, Companies) compliance with Connecticut’s Renewable Portfolio Standard (RPS) in 2023. 

In 2023, 40 Companies, including 38 electric suppliers and the 2 EDCs, were subject to the Connecticut RPS, serving aggregated load in Connecticut of approximately 24.6 million megawatt hours (MWh). Of the 40 Companies, 27 fulfilled the RPS requirements by procuring and properly settling the necessary amount of renewable energy certificates (RECs or certificates) for a given class, with 4 Companies fulfilling their full RPS requirements for all classes through RECs. The aggregate renewable source deficiency from the 23 Companies not meeting the requirements consisted of 565,460 Class I RECs, 154,148 Class II RECs, and 33,746 Class III RECs, resulting in the assessment of $27,518,226 in alternative compliance payments (ACP). 

The Companies collectively banked 545,923 Class I RECs, 52,122 Class II RECs, and 74,840 Class III RECs, totaling 672,885 RECs banked in 2023. [ *** ]
